چکیده

برای بهبود یا تغییر در یک سامانه‌ باید همه جوانب را شناسایی کرد و تصمیم گرفت. برای توصیه یک سامانه علاوه بر یافته‌های تحقیقاتی، باید مشکلات را شناسایی و از تجربه کشاورزان خبره نیز استفاده کرد. در تحقیق حاضر نقاط قوت، ضعف، فرصت و تهدید شهرستان خدابنده زنجان در انواع سامانه‌های خاک‌ورزی رایج در کشت گندم شناسایی و با تحلیل سلسله مراتبی رتبه بندی شد. با استفاده از نظرات افراد خبره مشخص شد تهدیدهای موجود در سامانه‌های خاک‌ورزی که عبارت هستند ازکوچکی اراضی، عدم مطالعه کیفی و تحقیقی بر روی سامانه‌های جدید و عدم حمایت دولت، در انتخاب سامانه‌ها (32 درصد)، در مقایسه با نقاط قوت (26 درصد)، فرصت (22 درصد) و ضعف (20 درصد) مؤثر بودند. به‌دلیل این تهدیدها کشاورزان با وجود آگاهی از مزایای روشهای خاک‌ورزی حفاظتی و بدون‌خاک‌ورزی، به‌میزان 47 درصد تمایل به انتخاب روش خاک‌ورزی مرسوم دارند. در این شرایط باید با قوانین جدید برای ایجاد یکپارچگی اراضی، تحقیق و آزمون کیفی بر روی ماشین‌های جدید و مشخص کردن سیاست دولت پیرامون صادرات و واردات محصول‌ها و مبلغ خریدهای تضمینی قبل از شروع فصل زراعی نقاط تهدید را به فرصت و قوت تبدیل کرد.
