Abstract

This study aimed to assess the performance of mechanization service cooperatives in Gilan province using a combined approach of Delphi methods, AHP, and SWOT analysis. Initially, factors influencing the performance of agricultural service cooperatives were identified through a review of relevant literature on performance evaluation of agricultural cooperatives, focusing on factors impacting mechanization cooperatives and the challenges they face. The Delphi method was then employed to align these factors with the specific conditions of agricultural mechanization service cooperatives in Gilan province, conducted over three rounds to identify and prioritize key factors. Subsequently, the SWOT matrix was utilized to identify the strengths, weaknesses, opportunities, and threats of mechanization service cooperatives, with input from a panel of experts for ranking. Finally, SWOT strategies to address performance challenges faced by mechanization service cooperatives were developed and weighted using the AHP method. The study findings highlighted significant obstacles such as inadequate capital, financial and credit issues, lack of necessary tools and equipment for generating income, stringent bank regulations on loan provisions, and deviations in cooperative member selection. Key strategies proposed include internal investment utilization (from company members) and attracting external capital, organizing educational visits to other successful cooperatives for knowledge exchange, reducing fees, increasing access to facilities, and easing guarantee requirements for new cooperatives and entrepreneurs in the sector.
