بررسی عملکرد تعاونی‌های خدمات مکانیزاسیون کشاورزی استان گیلان با استفاده از رهیافت ترکیبی Delphi-AHP-SWOT

چکیده

این مطالعه باهدف ارزیابی عملکرد تعاونی‌های خدمات مکانیزاسیون استان گیلان انجام شد. بدین منظور از یک رهیافت ترکیبی از روش‌های دلفی، تحلیل سلسله مراتبی و همچنین روش سوات استفاده شد. ابتدا عوامل مؤثر بر عملکرد تعاونی‌های خدمات کشاورزی با مرور مطالعات پیشین در حوزه آسیب‌شناسی عملکرد تعاونی‌های کشاورزی، نزدیک‌ترین عوامل مؤثر بر عملکرد تعاونی‌های مکانیزاسیون و آسیب‌های وارده بر آن‌ها شناسایی شد. برای انطباق گویه‌های به‌دست‌آمده از منابع با شرایط تعاونی‌های خدمات مکانیزاسیون کشاورزی استان گیلان از روش دلفی استفاده شد. فرآیند دلفی در سه دور انجام شد و نهایتاً گویه‌های اصلی مشخص‌شده و وزن‌دهی شدند. در ادامه با استفاده از ماتریس سوات، نقاط ضعف، قوت، فرصت‌ها و تهدیدهای تعاونی‌های خدمات مکانیزاسیون مشخص‌شده و از گروه کارشناسان برای رتبه‌بندی آن‌ها استفاده شد. در پایان، راهبردهای سوات برای مواجهه با آسیب‌های وارده بر عملکرد تعاونی‌های خدمات مکانیزاسیون تعیین و با استفاده از روش تحلیل سلسله مراتبی وزن‌دهی شدند. نتایج این تحقیق نشان داد که ناچیز بودن سرمایه شرکت تعاونی و مشکلات مالی و اعتباری، نبود ابزار و ادوات کافی برای کسب درآمد اعضا، سخت‌گیری بانک‌ها درخصوص ارائه تسهیلات، وجود انحراف در انتخاب اعضای تعاونی مهم‌ترین موانع این شرکت‌ها هستند. مهم‌ترین راهبردهای پیشنهادی عبارتند از: بهره‌گیری از سرمایه‌گذاری داخلی (اعضا شرکت) و جذب سرمایه از طرف کارآفرینان، اجرای تورهای بازدید از سایر تعاونی‌های فعال برای تبادل اطلاعات با اهداف آموزشی، کاهش کارمزد، افزایش مقدار تسهیلات و کاهش الزامات ضمانت در فرآیند دریافت تسهیلات برای تعاونی‌های تازه تأسیس و کارآفرینان این حوزه.
